On Friday, the Independent Power Producers of New York, Inc. filed with the New York State Public Service Commission its final brief in opposition to Champlain Hudson Power Express, Inc.'s application for a Certificate of Environmental Compatibility and Public Need to construct a proposed transmission line from Canada to New York City.
